Local rivals Cheltenham Town had a £100k bid turned down in August but it seems that the Gills have offered £200k for the former Cardiff striker.
The offer would still be short of the evaluation of £250k set by the Forest Green Rovers board.
Crewe have watched Fleetwood on numerous occasions this season and it had been rumoured that the Railwaymen could offer cash and a player on loan for the 30 goal machine.
Crewe Technical Director Dario Gradi did say earlier on in the season that money would not a problem but he did say that the player may not fit into the clubs team, stressing that he was not the kind of striker he was looking for.
