Shrewsbury Director Keith Sayfritz said: "I can confirm that we received a private and confidential fax from Crewe yesterday with an offer for Luke which was remarkably similar to the 'non-bid' made last week.
"We immediately sent a fax back rejecting the offer and this just shows how keen we are to hang on to Luke.
"He is under contract at Shrewsbury Town for the next two years and we will not accept any bid which is not in the best interests of Luke or Shrewsbury Town."
"I have never sold a player to any club when the manager has not talked to me over the phone and I am not going to start now. It is not the way I do business.
"The contact we have had with Crewe has been by fax and I would have preferred it had Dario picked up the phone to have a chat with me about the situation.
"I have had no contact at all from Dario and as far as I am concerned, the deal is dead.
"Luke is happy at Shrewsbury and all he wants to do is start focussing on the task of scoring goals to help us get back into the Football League."
