20-year-old Taylor has been recommended by former manager Steve Holland and the Neath born keeper will join up with Crewe for pre-season.
The Welsh U-21 keeper had a loan spell in December at Championship club Queens Park Rangers last season and was back up for Radek Cerny.
The 6'2'' keeper started his career at Stamford Bridge when he signed at the age of 15 and became a scholar a year after. He as played at youth and reserve side for the Blues but has yet to feature in the main team.
He has represented Wales at U-17, U-19 and U-21 and was an unused sub in the Welsh National side when they played Georgia in a friendly.
Taylor is contracted with the Premiership Champions until 2012.
