29-year-old Lowe has had a poor season by his standards especially with him netting 17 times last season.
This season injury and poor performances has only seen him make 16 first team starts and 11 off the bench with his last start coming in early February.
Add to new loan signings at the turn of the year Lowe has been used as a sub and has found it hard to break back into the first team.
Chester City did express an interest back in taking the former City player on loan but the player wanted to fight for his place. With the loan signing of Steve Jones, Steve Holland has decided to let Lowe go out on loan to North West neighbours Stockport County.
Ironically Lowe could make his Hatters debut against his former team Chester City for which he scored against earlier on in the season as the Railwaymen lost 2-1 at the Deva in the JPT.
Lowe joins Stephen Gleeson who also signed today and no doubt Hatter boss Jim Gannon will be hoping both signings with be beneficial for the club as they push for promotion out of League Two.
