The Railwaymen have already offered a roll at the club with the academy but could be an ideal replacement for George Foster who left the Potters last month.
Holland would fit the bill having dealt with the Academy for many years guiding the Youth team to a Semi final in the FA Youth Cup besides nurturing the likes of Dean Ashton and Rob Hulse through the academy ranks.
Caretaker boss Dario Gradi told the Sentinel "I think Steve had already received a lot of interest in his employment.
"He's impressed a lot of people over the years and Tottenham have offered him a very good job in the past.
"I think he will be fine, though he's welcome to come back here. I don't think he will come back, though I would be happy for him to do so."
